Beyond Data Submission: Building the Foundations for Effective NDR Compliance
Why Discoverability, Context and Accessibility Matter

The UK Continental Shelf has generated one of the most valuable collections of subsurface data in the world.
For more than five decades, operators have invested billions of pounds acquiring seismic surveys, drilling wells, gathering production data and generating technical interpretations. Today, that information remains a strategic national asset. It supports continued hydrocarbon production, future exploration, carbon capture and storage initiatives, geothermal opportunities and the wider energy transition.
The North Sea Transition Authority (NSTA) recognised this value when it established the National Data Repository (NDR), creating a centralised platform designed to preserve, manage and maximise the value of the UK’s subsurface data estate.
However, achieving full compliance with NDR obligations is proving significantly more difficult than many anticipated.
Across the industry, operators are finding that before data can be submitted, it must first be located, understood and made accessible. In many cases, the information required to demonstrate compliance may exist somewhere within the organisation, but not always in a form that is easily searchable, reproducible or ready for use. This is often the result of long operational histories, asset transfers, changing systems, evolving regulatory expectations and legacy data management practices rather than any single decision or point of failure. Information may reside on ageing magnetic media, in physical archives with incomplete cataloguing, within legacy applications, or in collections accumulated over decades of operational activity.
For information of corporate, regulatory or national significance, this creates a practical and compliance challenge. Licensees are expected to retain relevant information in a state where it can be readily reproduced and made available on request, unless it has already been fully reported in accordance with published expectations. The issue, therefore, is not simply whether information once existed, but whether it can still be found, accessed, trusted and reproduced when needed.
There is also an important distinction between data that exists and data that remains technically complete. Information held within legacy applications may still be usable, but exports from those systems may not always preserve the full fidelity, context or supporting metadata of the original acquisition.
